Harney: HSE decentralisation will improve healthcare

The Health Minister Mary Harney has insisted that the HSE's new plans for a decentralised management model will improve health care.
The minister said that regional hospital managers will help the health service become more efficient.
Under the plan, the country will be divided in to as many as eight hospital regions.
Minister Harney said the scheme will allow each region decide how best to spend the funding allocated to it.
