UN humanitarian chief John Holmes is travelling to Burma.
He will arrive in Yangon tonight after attempts to get the ruling military junta to act more swiftly to help those affected by the devastating cyclone failed.
Burma's leader, Senior General Than Shwe, has refused to take UN General Secretary Ban Ki-Moon's telephone calls and has not answered two letters.
Mr Holmes is tasked with finding out how the UN can help the regime scale up its response.
