The Oireachtas environment committee is calling for major improvements in recycling services across the country.
In a report published today, the committee says recycling centres should be open for longer hours and local authorities should operate more kerbside collections of recyclable and organic waste.
The report says there is resistance in some areas to the development of bring centres due to the concerns about noise and littering.
It also says private operators are reluctant to collect waste in sparsely populated areas.
