An Eastern European man in his 40s is being questioned by Garda officers after a small quantity of plastic explosives was found in an apartment.
The home in Dublin's north inner city was raided following a tip-off and local residents in nearby complexes evacuated.
The man, believed to be from Slovakia, was arrested at the apartment block off Dorset Street and taken to Mountjoy Garda Station.
He was being held under section 30 of the Offences Against the State 1939.
