Liverpool considers putting high certificates on films that show smoking

One English city is considering slapping an eighteen certificate on any films which show smoking.

SmokeFree Liverpool says it is needed to protect young people.

The city has some of the highest lung cancer rates in the UK.

The British Board of Film Classification says such a move would be heavy-handed, and enough protection is already in place.
