Russia insists it will maintain a military presence in parts of Georgia - defying calls for a complete withdrawal of its forces.
Moscow claims the troops - in buffer zones deep inside the country - are deployed on a peacekeeping operation.
But the West says that contravenes the terms of the ceasefire agreement.
