Pay cuts 'damage the civil service'

Pay cuts to mandarins may have deterred people with business experience joining Whitehall and could result in an exodus of senior talent from the public sector, a report by a spending watchdog has warned. The National Audit Office found there was a 17.4% real terms reduction in the base salary for senior civil servants since 2009.
