The male cyclist also sustained a fractured rib and bruising to his body when he came off his bike close to the Marino service station at the A2 dual carriageway on Wednesday, October 7.
Police are trying to establish the circumstances and would be keen to speak to anyone who was in the area and who witnessed the incident.
They are particularly keen to hear from a man driving a red jeep who stopped at the scene.
Elsewhere, police in Newtownards are appealing for information following the theft of a number of outboard engines that were stolen from a Cruising club marina on the Ballydorn Road in Killinchy.
The incident was reported shortly after 8am on Friday, October 9, and it is thought the theft occurred sometime over night. Approximately 20 engines were taken, estimated to be worth thousands of pounds.
