The film, which has been co-written by Randall and his Bottle Shock writer Jody Savin, is set to look at the rise of the famous New York nightclub, which opened in 1973 and closed its doors in 2006, and its impact on the underground punk and new wave movement.
Shooting is expected to begin in Savannah, Georgia and New York from June.
