In a flap over flags

Once again the silly season is approaching, indicated by flags of all shapes and sizes flying on every available lamppost, invariably upside down.
While the Union Flag is fine on properly constructed flag poles and along the Mall in London, I do find it somewhat devalues it and lowers the tone of an area when flown inappropriately. Perhaps a lesson in flag etiquette should be taught in schools here?
