Gardai were called to the Springvalley area of Enniscorthy shortly after 8.30am on Friday.
A man in his 30s was arrested and taken to Enniscorthy Garda Station. He is being held under Section 4 of the Criminal Justice Act and can be detained for up to 24 hours.
The scene has been preserved for a forensic examination and the state pathologist's office has been notified.
