The 28-year-old victim is in a critical condition in hospital following the incident.
He was stabbed at a property off the Shore Road on Thursday afternoon.
In a statement on Thursday night a PSNI spokesman said:
"Police are investigating a serious assault which occurred in the area of Shore Road Belfast this evening. A 33-year-old male has been arrested and is helping police with their enquiries."
Alliance councillor Nuala McAllister said she was "shocked and horrified at this vicious attack".
"My thoughts are with the victim, his friends and family and I hope he has a speedy recovery following this terrible ordeal.
"Knives are dangerous weapons that are readily available and we all have a duty to be on guard when it comes to this type of crime.
"I would urge anyone with further information on this attack to contact the PSNI as soon as possible to aid them in their on-going investigation."
