Willie Frazer has been arrested again for breaching his bail conditions.
The loyalist campaigner was detained at a cafe on east Belfast's Newtownards Road on Tuesday afternoon.
Mr Frazer, from Markethill in County Armagh, is currently on bail over union flag protest charges, which include encouraging offences by an address to demonstrators in January.
His bail conditions ban him from being within two miles of a public protest or procession.
Police said a 53-year-old man had been arrested on suspicion of breaching his bail conditions.
Earlier on Tuesday he had attended the emergency recall of Stormont, where loyalist protesters had gathered.
