Taoiseach Brian Cowen is travelling to Brussels to attend the European Council.
Discussions by the heads of state or government of EU member states are expected to focus on the report of the task force on economic governance.
Other topics on the agenda include preparations for the Seoul G20 Summit in November, for forthcoming bilateral summits including the upcoming EU/US Summit and for the Cancun Conference on Climate Change.
Elsewhere there will be calls from Germany and France for amendments to the EU Treaties to provide for a permanent crisis resolution mechanism in the eurozone and suspension of voting rights in cases of serious breach of the Stability and Growth Pact.
Mr Cowen will be accompanied by Minister for European Affairs Dick Roche for the two-day event.
