Attwood's plan on tax reveals absurd view

The Environment Minister has made it abundantly clear that his priority is not good services for the motorist in Northern Ireland.
He has effectively stated that he will stand in the way of better services and value for money, if that progress is likely to affect the Driver and Vehicle Agency.
What an absurd, Sovietised way of looking at government. By the minister's logic, it is the Executive's duty to provide services badly, inefficiently and ineffectively in order to create more work for the agencies concerned - never mind the inconvenience to the public.
This type of thinking is rife within the Executive departments at Stormont and it must change.
