Your suggestion (editorial, October 18) that the BBC Trust may have already reached a decision on BBC management's local video proposals is wrong.
The chairman of the trust, Sir Michael Lyons, made clear last week that these proposals are undergoing a public value test, part of which will assess whether they would make better or worse the pressures facing local newspapers and commercial local radio.
In addition to an independent market impact assessment by Ofcom,the trust is assessing whether the BBC management's proposals would create enough benefit for licence fee payers to justify the investment. The trust will reach a view on the proposals based on the evidence and will publish its provisional conclusions no later than November 27.
