Clamp down on speeding drivers

As a regular user of the A2 Holywood-to-Bangor road, I have observed on numerous occasions that many drivers blatantly ignore the average speed camera limits.

For example, drivers travelling at 50mph-plus on a road bearing a speed limit of 40mph, or 60mph-plus on a road with a 50mph limit.

Are the cameras actually in operation? And can the PSNI provide statistics relating to the number of motorists actually obtaining points on their licences for speeding on this road?

Also, while appreciating that the cameras estimate the average speed of a vehicle between two fixed points, surely by travelling in excess of the speed limit on a particular stretch of road constitutes a criminal offence?

That is, for example, if the speed limit is marked as 50mph, then surely vehicles should not be exceeding that limit and not breaking the law by doing so just to maintain their 'average' speed.
