Class equations don't add up

The following question is based on the real life situation.

School (A) spends all of its budget on staff. The Minister (B), removes funding equivalent to a teacher's salary. It is now impossible to so organise classes and teachers within the school to make class sizes of less than 30.

The Department (D) states that class sizes greater than 30 require permission as outcomes for the children (C) may be compromised.

Given that the needs of A+C should always be greater than those of the policy of B+D, what is wrong with the policy of B and D?
