Clue is in name of 'parking' lights

Following two near-misses when I was driving on the A1 in inclement weather, I want to pose a serious question to drivers who only drive with parking lights on when visibility is below normal.

Can one of you please explain why you don't switch on your headlights (or driving lights) so that other motorists can see you before they pull out in front of you? The clue is in the names: parking lights, not headlights.

Are you all trying to conserve power in your battery?

On the same subject, I will not ask for a response from the morons who drive with absolutely no lights at all as I would not receive an intelligible answer.
