Confusion for the uninitiated continues

Is it any wonder foreigners get it wrong when, more often than not; the Republic of Ireland is referrred to as Ireland, when 30% of Ireland's population is in Northern Ireland, Northern Ireland is referred to as Ulster, when 1/3 of Ulster's counties are in the Republic and - to top it all - the most northerly part of the island is in 'the South'.
