Congestion fees not in EU's power

So that your readers are not left with the wrong impression, I would be grateful if you would correct claims made by Bill Piper that the EU "threatens us with congestion charges in every town".

The European Union has no power to force local authorities to implement congestion charges. This remains a matter for national and regional authorities. The EU only has the powers delegated to it by EU member states.
