Could a home-owned airline not take off?

The Executive has allocated £9m (one-off or annually?) to subsidise United Airlines' route between Belfast and New York (Newark) for the next three years.

Could this money not be better spent on setting up our own publicly-owned airline; either wholly Government-owned, with all profits going back into the public coffers, or by public subscription, with a fixed low maximum individual shareholding, so that no one can have overall control, with shares tradeable only at their original price?

We bemoan the fact that we don't get enough outside investment in Northern Ireland. Why can't we identify needs, markets and skills and set up our own publicly owned businesses?
