Digital contact option is needed for departments

I wonder if Simon Hamilton (as it was he who was in charge of the Department of Finance and Personnel when a concordat was signed with the Estonian government aimed at replicating its model of e-government) would care to explain why two department websites don't even include a digital contact option?

The Digital 5 charter, to which both the UK and Estonia are committed, pledges a commitment to open government.

So how committed can Northern Ireland be to open government if the Department of Agriculture and Rural Development and the Department of Justice don't even have an email address or contact form on their website?
