Dog licence rise madness

I WISH to express my concerns regarding the proposed changes to the legislation concerning dogs.
I think that a 1000% increase in the charge - from £5 to £50 - is ridiculous. At a time of economic recession, people are finding it hard enough to get by without this.
For many people their dog is their only hobby and sometimes their only companion.
People who do not licence their dogs for £5 certainly won't pay £50. This will lead to a flood of abandoned animals.
Once again responsible people are being penalised rather than offenders being penalised.
Also, I can see why vets like the idea that all dogs must be micro-chipped - it's just a licence to print money.
