Dual standards or MoT idiocy?

Last Saturday my car was refused an MoT certificate solely on the grounds that the speedometer was not dual-calibrated in mph and kph.

Unfortunately, I did not have the car manual with me and could not change the display.

I am now put to the expense and inconvenience of taking the car back to the test centre to show kph on the display. I will get the certificate and promptly change it back to mph.

Could someone from the DVA explain why a car registered, taxed, insured and used in Northern Ireland could be unroadworthy simply because the speedometer was not showing kph?
