Introduce fines for the missed appointments

Last week it was announced that there were 158,487 missed hospital appointments in Northern Ireland during 2011.

When is the Executive/Assembly going to pass a law to start fining people for this total contempt for the health service?

I think fining somebody just a tenner would not break the bank, but would go some way towards funding the health service.

Just a £10 fine would have meant an extra £1.5m for the health service.
