Is permission not needed for protests?

Can the same people who are clearing the footpaths of bricks, stones and broken glass after the riots please clear the snow off them, too?

Also: how come I had to ask the Parades Commission for permission to hold a fundraising bedpush in Belfast, but others don't need any permission at all to march on the streets and block roads?
