The minister, Danny Kennedy, and the Department of Regional Development, through Belfast on the Move, are slowly nudging toward a modern, inclusive, fairer, healthier, more resilient transport system based on walking, cycling and public transport.
A transport system based on the private car is wasteful, inefficient, expensive and unhealthy.
But people love their cars, so alternative ways of travelling must be seen to be safe, efficient and convenient.
