People didn't steal from their bombed out neighbours or air raid companions.
The 'Blitz spirit' was there in all its different ways.
As for thieves driving lorries to steal goods and whole houses of furniture, first of all, the streets were full of debris.
Also, the police and air-raid wardens stopped any vehicles during raids and directed people to shelters.
(This would necessarily include thieves, of course.)
The bombs dropping from enemy planes meant that everyone had to try to save their own lives, so there would be no opportunity to drive a lorry and leisurely rob houses.
