It is not just Tesco. We also have Asda, Sainsburys, Boots, Homebase, B-amp;Q, Argos, etc. The list goes on.
Yes, this large stores tax will be paid. But it will be passed on to Northern Ireland's shoppers, who will have to pay for the increase.
