RCN not faultless over nurses' pay

The root cause of all nurses' pay disputes lies in the fact that they are over-skilled for the role they deliver. This is not the fault of DHSSPS, but the Royal College of Nursing, who persisted with their 'Nurse 2000' crusade back in the 1970s.
