Treatment of Hank the dog unacceptable

I am writing to express my disgust at Belfast City Council for their treatment of the dog known as Hank.

He was taken for assessment more than 10 days ago (at time of writing): why has this assessment not taken place by now?

Apparently, this dog has since been locked up without his owners being able to visit and without proper exercise. It would appear that the council is trying to terrorise this animal until it becomes aggressive due to fear before performing an assessment. I cannot think of any other reason why they would be delaying the assessment.

Excuses about having the people to conduct the assessment not available do not cut it with me.
