Why more for electricity?

I read recently that our electricity bills will come down by 5%.

My last letter from NIE Energy, dated December 11, 2008, stated that prices rose by 14% on July 1, 2008 and again by 33.3% on October 1, 2008. This was 'unfortunately due to the high cost of fuel in the world markets'.

Since February 2009, I have been paying 33% less for my oil compared to September 2008.

As a lay person and an OAP, would someone please explain to me why the small reduction on electricity of 5% compared with oil being reduced by 33% these past 10 months?
