As new Chief Constable of the PSNI Matt Baggott takes up his post today he is faced with both tough challenges and great opportunities. His is a role that traditionally requires the wisdom of Solomon and the wiles of Machiavelli. Although he will jealously guard his operational independence, he will find his every decision coming under the most intense political scrutiny and there will be no shortage of mischief-makers among the scrutineers.

It is beyond comprehension that the office of the Chief Constable has been ordered by Northern Ireland's senior coroner to hand over a top secret report into six alleged "shoot to kill" incidents which occurred almost 30 years ago.

These are exciting days for the arts in Northern Ireland. While lovers of art in all its forms will still complain that our creative industries are grossly undervalued and under-resourced, more than £50m is to be invested in just three major projects over a relatively short period of time. Indeed, the fruits of some of that investment, £17m, will be seen very shortly with the re-opening of the extensively redeveloped Ulster Museum. It promises to be a spectacular showcase, with new galleries and a visually stunning Window on our World exhibition covering several stories.

achieved. It is the transfer of policing and justice powers from Westminster
to Stormont. No administration, such as the power-sharing Executive here,
can truly argue that it is master of its own destiny if it cannot influence
or legislate how the justice system can work in its entirety.
