Consumers and businesses face a tough winter of rising gas and electricity costs as unforeseen events take their toll on already inflated prices.

Customers who use gas pay around £2,000 a year for their energy bills, but the Utility Regulator Watchdog warned that international events and weather trends which have already led to higher wholesale gas costs would push prices even higher.
