A video posted on social media shows members of the PSNI arresting the man who had brought a ladder to remove the banner.
He was arrested to prevent a breach of the peace.
Sommerville was one of two UVF members blown up by their own bomb while attempting to plant it on the Miami Showband's minibus in 1975.
He was also a member of the Ulster Defence Regiment (UDR).
The banner was put up alongside others paying tribute to the UVF.
The PSNI confirmed on Friday that the man arrested by police has been released unconditionally.
