Belfast City Council has taken a step towards greater transparency after voting to put recordings of all five committee meetings on its website.
However, 22 councillors opposed the move, including members of the DUP, UUP and PUP.
Christopher Stalford of the DUP said he felt it could affect open discussion. Ulster Unionist David Browne said he felt recording the committee could "kill honest debate".
However, Green Party councillor Ross Brown said it was an "issue of democracy".
The council voted to approve recording committee meetings by 27-22. Alliance supported the motion and SDLP and TUV councillors abstained.
