Edmundas Cizauskas (46), who was originally from Lithuania, died after being struck by a car Killyman Road in Dungannon on January 30, 2018.
The car fled the scene and police have yet to find the driver - more than four months after the tragedy.
His sister, Ligita Lukosiene, said: "My brother was very friendly, good, joyful, honest. He was working.
“My brother was born and grew up in Lithuania. Eight years ago we came to Dungannon.
“Every day we talked to each other on the phone. I miss him so much.
"I had only him here in this country. Please help me find out what happened that night.
“Maybe somebody saw what happened that night. Maybe somebody saw or heard something about what happened. Please contact the police. Help. Thank you so much.”
