Hillary Clinton requested detailed briefings on the security forces’ attempts to thwart terror attacks in Northern Ireland.

In a confidential cable, the US Secretary Of State asked consulate officials in Belfast to compile files on PSNI, military and Garda strategies.

Earlier in the document, Mrs Clinton refers to “particularly helpful” information which was provided on assessments by senior PSNI staff.

She said it had been passed to analysts, who examined their efforts to prevent future attacks and unrest.

The cable is classified ‘CONFIDENTIAL/NOFORN’, indicating it is not meant to be viewed by non-US citizens.

The cable is classified under section 1.4(C) of US executive order 12958, which governs the categorisation of sensitive information.

Section 1.4(C) deals with the classification of information relating to intelligence activities, sources or methods.

Dated April 15, 2009, the document was written just five weeks after the Massereene killings and murder of Constable Stephen Carroll.

Mrs Clinton begins by acknowledging the consulate’s “impressive reporting” of the attacks which, she said, provided analysts with “excellent insight”.

“Post’s insights into the assessments of Police Service of Northern Ireland leaders was particularly helpful as analysts examined the efforts of these officials to prevent future attacks and unrest,” her cable states.

Mrs Clinton then requests more information on the security forces’ efforts to combat dissident terrorism.

“Analysts would appreciate any further information Post can provide on PSNI, British military and intelligence, and Garda efforts to combat dissident republican groups and prevent retaliation by loyalists.”
