The British Government’s proposed Troubles amnesty isn’t the first time the integrity of the criminal justice system has been placed under severe strain here.

The controversial On-the-Runs (OTR) scheme was a backroom deal hatched between Sinn Fein and Tony Blair’s administration that was denounced by victims as shameful and shoddy.
