What's difference between one hour and 60 minutes?

There can be no clearer sign of the dysfunction at the heart of public services in Northern Ireland than what has happened on Bangor's High Street. There signs which previously read that drivers could park for up to 60 minutes have been replaced by four others which say parking is restricted to one hour, leaving motorists puzzled as to what the difference is.

According to the Department of Infrastructure the new signage better reflects the legislation, which begs the question why the original signage and the legislation were not in harmony originally. Meanwhile there is still no sign pointing to when we can expect a return of devolution.
