Allister showing bad judgment

Jim Allister and the TUV remind me of the walker who is heading towards a cliff and ignores the warning shouts of others.

When he discovers he has fallen over the cliff, he starts shouting for help and blames his fellow travellers who are happy on top of the cliff.

He tries to scramble to get back up, but the damage is done and the cost is borne by the community for his fecklessness.

Does repeated bad judgment merit rescue time after time?
