Dog licence fees creating strays

FOR years, stray dogs have been a bigger problem in Northern Ireland than in other parts of the United Kingdom and it appears that the number of strays here is still increasing, whereas they are reducing in the rest of the UK.

For some time, Northern Ireland has been the only part of the UK where dog licences are still required – yet our decision-makers don't seem to understand that this additional expense for dog-owners just might have something to do with the increasing number of dogs being abandoned.
