Domestic rates rules are unfair

From April 2007, domestic rates have been based on the capital value of your home as at January 1, 2005.

In the rules and regulations sent to me by Land & Property Services along with my valuation notification, it states clearly that the capital value will only change if you add to your property.

I have not added to my property since 2005, but Land & Property Services recently carried out an unrequested survey of my home. After the survey, they issued a certificate reducing my capital value by £5,000.

However, the following day they issued another certificate increasing my capital value by £25,000. This is contrary to their own rules.

This is totally unfair to ratepayers.
