People can speak Irish without legislation

In the Proms in the Park contribution to the Last Night of the Proms, we had a song in Scots Gallic from Glasgow and one in Welsh from Swansea.

Within their respective countries, these languages are widely respected and are used freely by those who wish to use them. But I could not help wondering, was legislation necessary? Was there ever a Scots Gallic Act? Was there ever a Welsh Language Act?
