Queen's parade?

Surely there is one person who is conspicuous by her absence from the Parades Commission?

It is the Orangemen's contention that they have a right to walk any of the Queen's highways, so should the Queen not be brought in on the consultations?

But, alas, this would probably be of little value, for even if Her Majesty were to decide against such a right in all cases, the Orangemen would simply accuse the Queen of disloyalty to the Crown.
