Residents have rights on flights

Why can't they soundproof the houses near the City Airport and then those people who live in them can live in peace when they're trying to sleep? I'd also like to know why the airport was built near houses in the first place.

The people who live under the flight path have rights - as we all do. Why should the runway go ahead? Why not put these flights at the International Airport? After all, that's what 'international' means, isn't it?
