Scandal of our blocked drains

After greater-than-average rainfall in January the rivers are swollen and, on some stretches of road, more than half the roadside gullies are blocked, or unable to cope with more than light rain, so the rainwater runs along gutters for considerable distances.

That could be deliberate policy, on the principle that the longer the water stays on the surface, the less overloaded the drains at a lower level will be. But I suspect it's because the relevant authority simply can't be bothered to unblock the gullies and keep the storm drains clear.

It's a potential scandal waiting to be revealed.
