When did rates not increase?

I loved the bit of your correspondent's letter, "If the council increases our rates..." (Write Back, June 8). Can anyone remember a year that it didn't?

As sure as night follows day, the council will increase our taxes.

In a good year, when there is little or no inflation, the increase will be a single figure percentage.

In a bad year, they will use the media to leak a proposed increase of, say, 15%, but strike an increase of 11% and the media will jump in and tell us suckers that it could have been worse.

What City Matters pages could tell us is the detail of what and where our taxes go. We might be able to suggest efficiency savings to the degree there could be a year of no increase.
